Frequently Asked Questions (FAQs) and Rules

GENERAL EVENT INFORMATION

The 2009 Barrelnanza Finals will be held November 18th through the 22nd at the Heart O’ Texas Fair Complex in Waco, Texas and offers contestants a shot at an estimated $460,000 in cash and prizes. One lucky contestant will win $50,000 cash! Due to requests by the barrel racers we have lowered the entry fees, raised the cash prizes and have discontiuned giving away the trucks. In this economy, we feel that giving away more money will help all of the winners.

At this time, eight sections of 300 barrel racers each have been scheduled: Wednesday night thru Sunday day. As this race is the finals, we will not limit the total number of entries into this event. Should we receive more than 2400 entries, we will add additional days to the front of the event. (ie – Wednesday Day.) No special requests on draw positions in a section will be accepted; however, you may choose which section you will run in as long as availability exists in that section. The Day sections will start promptly at 9:00 a.m., and the Night sections will start at 6:00 p.m. sharp.

Entry fees are $175 per horse with a one-time processing fee. Note: All barrel racers that enter on Wednesday night will receive a $25 “Booger Bucks” coupon that can be used for entry fees to any 2010 WBR events. We will also have many Incentive Races and Speciality Races.

New for the 2009 Barrelnanza Finals will be the JB Quarter Horse Futurity and Sale. This will be the largest barrel racing futurity and barrel horse sale in the state of Texas. Don’t forget that many of the top professional barrel racers, along with Stacy Westfall, will offer free clinics and demonstrations during this event in the Classic Equine Racer’s Edge Success Center.

ALL FINALS CONTESTANTS MUST BE WBRP MEMBERS in order to compete. Please see rules in their entirety at www.worldbarrelracing.com

BEFORE THE EVENT

1. How do I qualify for the 2009 Barrelnanza Finals?

ONLY WBRP MEMBERS will be allowed to compete in the Finals. If you are not a current 2009 member, you MUST join WBRP and enter a minimum of one of our remaining races in order to compete at the Finals. Competing in one race as a member will allow you to enter up to two horses at the Finals. Competing as a member in two races will allow you to enter a maximum of five horses. Membership is $60/year for the first member and $30 for each additional family member. If you attended a 2009 World Barrel Racing but forgot to purchase your membership at that event in order to count it you can pay an additional $60 fee in order
for that race to count. Also keep in mind if you purchase a Platinum Membership, one of the benefits is that you do not have to attend a 2009 event in order to qualify.

If you entered the Barrelnanza Finals as a non‐member and did not meet the requirements stated above, your entry fees will not be refunded even if a “Draw out Form” is completed. Contestants that are qualified for the Finals may draw out by November 2, 2009. After this time absolutely no draw outs will be accepted for any reason unless you are a Platinum Member. The Platinum Member Draw out deadline is November 13, 2009.

2. How do I enter the 2009 Barrelnanza Finals?

The first to enter will receive their choice of sections in which to run. Meeting the "Post Mark Deadline" does not guarantee you a position in a section, so enter early. Late entries will receive their choice of sections ONLY if space is available in the requested section. All late entries faxed or submitted online between October 15th- 30th will be assessed a $30 late fee and must be paid for in advance by credit card. Entries that are faxed in between October 31st – November 16th will be charged $100 late fee. Late entries will only be accepted by fax to 432‐224‐1222. The late entry deadline by fax is November 16th. Do not mail entries in after
the "Post Mark Deadline." Please no changes to your entry after you send them in. If so there will be an additional change fee.

There are three ways to enter:

a. Online at www.worldbarrelracing.com. Our easy‐to‐complete online entry will be available until Wednesday, October 14th, 2009 at 4:00 p.m. without a late fee. There is a one‐time $30 processing fee to enter online. You can enter online October 15, 2008 thru October 23, 2009 but with a $30 late fee. You may enter after October 14 but there will be a $30 late fee.

b. By fax to 432‐224‐1222. Contestants pay a one‐time processing fee of $40 to enter by fax and may do so without penalty through 4 p.m, Wednesday October 14th. Contestants wishing to late enter may do so until October 30th with a $30 late fee. Late Entries that are faxed after 4:00 p.m. October 31st thru November 16th will be charged a $100 late fee plus the processing fee.

c. By mail to: WBRP, P. O. Box 1330, Athens, TX 75751. Contestants pay a one‐time processing fee of $40 to enter by mail. All entries must be postmarked prior to Wednesday, October 14th to avoid late fees. After this time mail‐in entries will not be accepted.

3. If I wish to buy a membership, enter a race, and then are unable to attend that race, will I still be able to compete at the 2009 Barrelnanza Finals?

Extenuating circumstances (such as the high cost of fuel) may make the decision to attend a regular season event difficult for some contestants, thus keeping them from being able to qualify for the Finals. Last year, several individuals realized that they could qualify for the Finals if they entered an event and were turned out. Although we would prefer that you experience a WBRP event in person prior to the Finals, we have no control over this. Our staff must assume that individuals who are turned out were actually present, but missed their run. This does not apply to individuals who choose to draw out of an event. Please understand that if you draw out and are refunded any portion of your entry fees, you will not be counted as having attended the event.

4. Late Entries (L.E.)

All Late Entries received after 4:00 pm on Tuesday, October 27th will be placed at the bottom of the draw. The Late Entry draw will be posted on Tuesday, November 17th. The Late Entry draw will be a random computer draw.

5. What are the procedures for drawing out of the barrel race?

A refund of 75% the cost of entry fees, stall fees, and RV fees, less processing fees will be granted to qualifying contestants for any reason. Sorry, no refunds for processing fees. The "Draw Out Form" must be completed and returned to the show secretary by 4:00 p.m., Tuesday, October 27, 2009. Similarly, a 50% refund will be issued for “Draw Out Forms” received until 4:00 p.m., Monday, November 2, 2009. A “Draw Out Form” can be found on our webpage or one can be faxed to you. Your draw out is not official until you receive a fax confirmation page from us, so please list a return fax #. After November 2, at 4:00 p.m., no refunds will be given for any reason. If you entered the Barrelnanza Finals as a non‐member and did not meet the membership requirements, your entry fees will not be refunded even if a “Draw out Form” is completed.

6. Are horse substitutions allowed?

Yes you can substitute a horse in this barrel race, however if the horse is already entered you can not place him into another draw position. Any horse substitution must be made with the show secretary, in writing, at least 2 hours before your run begins or if running on Sunday November 22, by 10:00 a.m. The horse substitution must be made before you run. There will be a $10.00 substitution charge.

7. Are rider substitutions allowed?

If you enter and wish to change riders you may do so until Thursday, October 22nd with a $10 fee. After this date you are allowed to change riders for $30 under emergency circumstances until Monday, November 2nd at 4:00 p.m. (CST). After this date there will be no exceptions. Keep in mind once the original rider has been changed they may not participate on any other horse during the event.

8. Can I change Sections?
If you enter and wish to change sections, you may due so up until Thursday, October 22nd with a $10 fee. After this date you are allowed one section change per year for $30 under emergency circumstances until Monday, November 2nd at 4:00 p.m. (CST). After this date there will be no exceptions. Section Changes can be completed only if availability exists in another section.

9. Can I sell my run?
No, you cannot sell a run. If you are unable to participate in the 2009 Barrelnanza Finals, your only option is to draw out completely on or before Friday, October 16th. No one can purchase your run. New entries will be accepted if availability exists.

10. What are the "Incentive Races?"
In addition to the main barrel race, World Barrel Racing offers a series of Incentive and Specialty Races. The following descriptions are provided to help you make an informed decision on which (if any) to enter. Please note: Entry into ALL incentive races is purely optional. The “Young Guns”, “Men’s Incentive”, “Rider’s Age Incentive” Platinum member Incentive, State Incentive, Martin Saddle Incentive and the WPRA Incentive are races within the “Main Barrel Race.” You only make one run and that run counts toward the “Main Barrel Race” and the incentive that you have entered. There will be a $5 late fee assessed for each incentive when entering the incentive races onsite at the 2009 Barrelnanza Finals.

20. Opening Ceremonies

You’ll want to make sure to attend the opening ceremonies, held 15 minutes prior to the beginning of each section. In addition to music, dancing, and pyrotechnics, there will be a number of games played that involve the audience. Frisbees will be thrown out with prizes such as saddle pads, bronc halters, stirrups, and t‐shirts. One Frisbee will be identified as the Oxy‐Gen Money Throw Frisbee. After the first big drag, the person with this special Frisbee will have a chance to throw their Frisbee into an Oxy‐Gen bucket located on the first barrel. If they are successful during the 2009 Barrelnanza Finals, they will receive $10,000 cash!

21. Games

Be sure to bring the entire family to the 2009 Barrelnanza Finals! During the big drags, we’ll involve our audience with a variety of fun‐filled games. The Egg‐Toss, Ladies 40 & Over Dance contest, and Piggy Back Race are just a few of the games that will be held during the Finals. All games are open to the public and free to enter.

22. Contests

A number of contests will be held for the enjoyment of our participants as well.

Oxy‐Gen Money Throw
One lucky member of the WBR audience will catch a specially‐marked Frisbee and be eligible to try his/her hand at tossing the Frisbee into a bucket placed on top of a barrel on the arena floor to win $10,000 cash! All ages are eligible but in order to win the money, the Frisbee must successfully land IN the Oxy‐Gen bucket.

Trick My Pony
The “Trick My Pony” contest is open to all of the contestants and has no entry fees. Contestants may decorate their horse in any way they want to. All horses must be wearing Classic Equine bell and splint boots. There is no formal entry into this contest. Just be ready to participate at 10:40± a.m, On Saturday, November 21, after entry #100. The winner will receive a belt buckle and $200 WBR Entry Fee credit certificate.

23. Dress Code

All contestants must wear a long‐sleeved shirt, long pants, Western Hat (minimum 2 1/2" brim), and cowboy boots or equestrian sport shoes. Caps are not permitted. Hats must stay on until contestant breaks the plane of the arena. NOTE: If the hat falls off and lands in the alleyway or arena, a $10 dress code fine will be assessed. Helmets are not required but all contestants are encouraged to wear one. Anyone not wearing the proper attire in the arena will be assessed a $10 fine. The fine money will be going to the American Cancer Society for Breast Cancer Research.

24. Will there be Photos and a Video of my run?

To ensure that no horse is ridden by more than one person (with the exception of contestants who meet conditions detailed in the Family Rules), WBRP photographs and videotapes each contestants’ individual run. These photos/videos are the property of WBRP and decisions made by WBRP management as a result are final.

25. Why are fines and late fees assessed?

There are fines and late charges at all barrel races because a few people will not follow the rules. The fines or late charges are used to persuade them. The management of WBRP does not like the fines or late charge but has found out that they must have them. 100% of all fines and 50% of all late fees will be donated to the American Cancer Society for Breast Cancer Research.

26. How can the condition of the ground be consistant with so many racers competing over such a long time period?

An important element of any barrel race is the condition of the dirt in the arena. World Barrel Racing Productions recognizes this concern and has retained D & G Dirt Crew to handle this important detail at the 2009 Barrelnanza Finals. Every 5 racers, three tractors quickly drag the arena floor. A “big” drag occurs after every 50 riders. Also, after each section we will re‐prepare the ground. All this is done to ensure that the playing field truly is “even.” The D & G Dirt Crew is considered to be the best in the world.

27. 6D – Format – Main Race
The main barrel race will be ran in a 6D format with .5 second splits. 1D = fast time of the race. 2D = fastest time of the race plus .5 second. 3D = fastest time of the race plus 1.0 second. 4D = fastest time of the race plus 1.5 seconds. 5D = fastest time of the race plus 2.0 seconds and 6D = fastest time of the race plus 2.5 seconds. If all placing in a Division are not filled, the remaining placing will be divided proportionally between the other divisions.

28. Sportsmanship
All contestants and their family members are expected to display good sportsmanship at all times. No level of abuse toward any animal at this event will be allowed. Foul language, misconduct or abusive comments spoken to any Contestant, Spectator, Staff Member, or Arena Personnel will result in immediate contestant disqualification and no refund of entry fees. Contestants are responsible for traveling companions and their family members.

29. Returned Checks
There is a $40 service charge on all returned checks from the bank, for any reason. If a check is not replaced with a cashiers check or money order within 30 days after the check is dated, the contestant will be put on the “ineligible” list.

30. Dogs
Dogs must be on a leash at all times.

31. Vendors
There shall be no selling of any type of merchandise or professional service on the arena grounds, in stalls, or at trailers without a vendor contract with WBRP.

32. Must Be Ready
Contestant shall identify themselves to the Gate Man and be in the holding area five before their run. The Gate Man to be located next to the alley way going into the arena. Failure to do so will result in a disqualification. Contestant’s name will be called by the Gate Man three times, if the contestant is not in the arena by the thrid call they will be disqualified. Only one horse may be in the alleyway at any time. Remember the three official calls come from the Gate Man not the Announcer.

33. Time Begins
Any time a contestant crosses the starting line, the time will begin.

34. No Time
A “No Time” will be given to the contestant for the following reasons:
• If the contestant “circles” their horse after entering or exiting the arena. (Definition of the Arena is past the plan of the alley)
• If the contestant misses the barrel pattern.
• If the contestant runs out of turn. It is the contestant’s responsibility to know their draw position.
• If a contestant knocks over a barrel. A “no time” will also be given if a barrel is knocked over and it sets up again on either end. Touching a barrel, including to keep it from falling, is permitted without penalty.
• If the contestant’s horse or rider falls during the run in such a manner as to break the pattern, or if the rider falls off the horse.
• Unable to get horse in arena in 60 second time limit.

35. Time Limit
If a contestant is in the holding pen and attempts to enter the arena, but is unable to get the horse down the alleyway the gateman, after the second call, will give the rider 60 seconds to enter the arena. At the end of 60 seconds if the horse has not broken the plane at the end of the alleyway into the area the rider will be disqualified. (The reason for this rule is the safety of the contestant, the other contestants in the holding area and the employees.)

36. Barrel Moved
If a barrel moved off its marker durning competition, the barrel must be reset prior to the next competitor’s run.

37. Family Rules
Contestant’s may ride any horse, regardless of ownership, and may ride up to 5 horses. However, a horse may not be shown by more than one person in the barrel race, unless the following conditions are met:
• Both contestants are members of the same immediate family who reside in the same household (husband, wife, children and grandchildren 21 and under). Children and grandchildren 21 and under who are attending school away from home, but who reside part of the year with their parents or grandparents are included under this rule.
• Neither contestant is showing any other horse in that barrel race.
• In no case will the same horse be run more than twice in the same barrel race.

38. Horses in Arena
Only one horse may be in the arena, or alleyway, at any time during competition. (The reason for this rule is the safety of the contestant. Accidents can occur where the assisting horse gets in front of the contestant horse and the contestant horse then decides to go and runs into the assisting horse.)

39. Re-Runs
Re-runs shall be granted if the official and backup timer both fail to work properly, unless a barrel has been turned over resulting in a no-time. If the barrels are not placed properly on their markers, a re-run shall also be granted without any penalties being applied; however, any penalty occurring on the re-run shall result in a no-time.

40. Training in Arena
Contestants who are given a “no time”, either for missing the pattern or knocking down a barrel, may complete the pattern. However, show management may, at its discretion, ask a rider who is taking excessive time to train to leave the arena immediately. If such request is not complied with, a $25 fine may be assessed.

41. Fastest Run Possible
Contestants must attempt to make the fastest run possible. Any obvious attempt to “pull up” or pace their run may result in the following penalties – 1st Offense – Warning, 2nd Offense - $50 fine, 3rd Offense – one year on the “ineligible” list of the WBRP.

42. Tie for Prizes
If any contestant’s times are tied, the prize money will be split equally and a roll of the dice between the tied contestants will determine the tie for the awards. High roll wins.

43. Payout Requirements
In order to receive your money, a winner’s form or completed membership application (including a drivers license/birth certificate, and social security number) is required within 90 days of the event or all monies will be forfeited.

44. Disqualifications
Any act deemed prejudicial to the best interests of the WBRP may resute in the disqualification of the contestant, with no refund of entry fees. The contestant may also be placed upon the “ineligible” list of the WBRP. The acts may include but are not limited to the following:
• Using abusive or intemperate language or attempting to threaten, bribe, influence, or harass any contestant, spectator, staff member, or Arena Personnel. Also, any remarks made with the intent to cast aspersions on the character or integrity of an WBRP staff member or management member.
• Moving or attempting to move markers at any time.
• Use of electronic and/or remotely controlled devices to alter the outcome of a run.
• Abuse of a horse in any way.
• Competing while under the influence of drugs or alcohol.
• Misidentifying a horse in the WBRP Barrel Race class.
• Misidentifying a rider in any WBRP Barrel Race class.
• Other conduct that is not in the best interest of the WBRP, or its contestants.
• Failure to make good on a returned check to the WBRP or to any other association which has cooperative agreement with WBRP on the returned checks.
• The WBRP Management at their sole discretion shall have the authority to disqualify or deny entry to any horse they deem dangerous to the rider, or to other individuals, animals or property.

45. Safety
Safety is a prime objective at the barrel race. If you have a horse that could be dangerous to yourself, other contestants, or other horses, DO NOT come to this barrel race. Any horse or contestant deemed to be dangerous by the management of WBRP will be disqualified and entry fees will not be refunded.

46. Rules and FAQ’S
The management of WBRP reserves the right to create any new rule, or modify any existing rule, in order to better the sport or this barrel race.

AFTER THE DUST SETTLES . . .

48. How will the $50,000 be awarded
All contestants that place in the top 20 positions of each division, 1D-6D, will be eligible for the $50,000 Grand Prize. There will be two separate lock boxes containing numbered chips. Box #1 will contain six chips numbered 1-6 representing the 1D-6D. Box #2 will contain 20 chips numbered 1-20 representing the number of places paid in each Division. A chip will be blindly drawn from Box #1, indicating the Division in which the Grand Prize winner placed. For instance, if the number 4 chip is drawn, this will narrow down the potential winner to someone that placed in the top 20 positions of the 4D. A chip will then be blindly drawn from box #2, indicating the position within the Division in which the Grand Prize winner placed. To continue our example, if the number 12 chip is drawn, the Grand Prize winner of $50,000 will be the contestant that placed 12th in the 4D.

49. If I run on Thursday and payout is Sunday, do I have to be present to receive my prizes?

You do NOT have to be present on Sunday to pick up your check or prizes. You may designate someone to receive your check and pick your prize for you on Sunday, or you may elect to have your check and prize mailed to you when the WBR staff returns to our home office in Athens. For your protection, a Prize Release Form identifying the person authorized to receive prizes for you will be required, and that person must have a photo ID. Notice: due to the rise in shipping cost and shipping supplies all prizes that are shipped will cost the contestant a $10 shipping fee Saddles will cost $35. So our suggestion is to get a friend to pick up your prize and check.
